Perbanyak kaunter beri zakat


DENGAN nama Allah Yang Maha Pemurah Lagi Maha Penyayang; selawat dan salam ke atas junjungan besar Nabi Muhammad s.a.w.

Renungan

"Kalau sekiranya perempuan ahli syurga (termasuk bidadari) datang kepada penduduk bumi, nescaya akan disinarinya dunia antara langit dan bumi dan terpenuhinya dengan bau harum semerbak. Sesungguhnya tutup kepalanya lebih baik daripada dunia dan isinya." (HR. Bukhari) 

KESEDARAN orang awam untuk membuat kebajikan amat tinggi. Tahun lalu, berdasarkan carta kutipan mingguan wang tabung masjid (kemuncaknya pada hari Jumaat) masjid di kampung saya tidak kurang RM2,000 tetapi bagi tahun ini saya lihat sentiasa lebih RM3,000.

Di masjid kampung sebelah pun tidak kurang hebatnya. Jika tahun lalu, jumlah kutipan mingguan menghampiri RM2,000 bagi tahun ini tidak pernah kurang RM2,000. Kalau purata kutipan mingguan RM2,000 sebulan sudah ada RM8,000. Banyak duit tu, persoalannya apa dibuat dengan duit berkenaan?

Demikianlah kesedaran orang ramai untuk turut bersama menyumbang ke arah kebaikan semakin tinggi; jika sumbangan sukarela (derma) seperti kutipan tabung masjid meningkat dari semasa ke semasa, saya percaya bayaran zakat turut mencanak naik apatah lagi pusat zakat begitu giat mempromosi kaunter pungutan zakat termasuklah di pusat membeli belah!

Jika kaunter pungutan zakat ‘berada di mana-mana’, kaunter pengagihan (beri) zakat seolah-olah ‘tidak ada di mana-mana’. Pengalaman saya berinteraksi dengan sejumlah saudara kita (baru) membayangkan betapa sukarnya mereka mendapatkan ‘wang zakat’ – sudah beberapa kali saya dirayu membawa mereka ke masjid-masjid bagi membolehkan mereka meraih simpati jemaah selepas solat berjemaah.

Zakat adalah salah satu daripada Rukun Islam, tidak mempercayai dan mengamalkannya menyebabkan seseorang itu terkeluar daripada Islam. Malah antara perkara pertama dilakukan oleh Sayidina Abu Bakar As-Sidiq selepas dilantik menjadi khalifah adalah memerangi golongan yang enggan mengeluarkan zakat.

Dalam harta orang kaya itu terdapat hak orang miskin; mereka yang cukup syarat-syaratnya wajib mengeluarkan bahagian tertentu daripada nilaian harta tersebut. Sekali lagi diulang bahawa dalam harta seseorang itu ada hak orang yang berhak mendapatkannya.

Orang yang berhak ke atasnya ada lapan golongan yang diistilahkan sebagai asnaf sebagai firman Allah SWT dalam Surah At-Taubah Ayat 60 yang bermaksud: “Sesungguhnya sedekah-sedekah (zakat) itu hanyalah untuk orang-orang fakir, dan orang-orang miskin, dan amil-amil yang mengurusnya, dan orang-orang muallaf yang dijinakkan hatinya, dan untuk hamba-hamba yang hendak memerdekakan dirinya, dan orang-orang yang berhutang, dan untuk (dibelanjakan pada) jalan Allah, dan orang-orang musafir (yang keputusan) dalam perjalanan. (Ketetapan hukum yang demikian itu ialah) sebagai satu ketetapan (yang datangnya) daripada Allah. Dan (ingatlah) Allah Maha Mengetahui, lagi Maha Bijaksana.”

Wang zakat ini perlu dikeluar dan diberikan kepada asnafnya apabila sudah cukup syarat-syaratnya. Ertinya keluarkan dan berikan saja kepada golongan yang berhak tanpa diambil kira musim dan sebagainya. Kalau kita boleh memperbanyakkan kaunter kutipan zakat, kenapa pada masa yang sama tidak boleh memperbanyak kaunter mengagih zakat. Jangan ditahan wang zakat, beri saja kepada asnafnya.

Orang yang ada dalam simpanannya harta yang diwajib dikeluarkan zakat mengikut syaratnya, tetapi menangguh-nangguhkan pada masa yang kononnya sesuai mengikut jadual mereka seperti hari ulang tahun kelahiran atau hari kebesaran lain, mereka hanya mengundang ancaman daripada Allah SWT. Ertinya, dalam bab zakat ini, berikan saja kepada golongan yang berhak sebab mereka ada hak di atas harta itu, jangan banyak dolak-dalih.

Sehubungan itu, kita menasihatkan diri kita sendiri dan pihak penyampai (bantuan) zakat (pihak berkuasa) janganlah menahan-nahan wang zakat ini dan hanya tergerak untuk memberikannya pada majlis-majlis yang mereka ada kepentingan seperti menjelang pilihan raya. Sedarlah wang zakat itu adalah hak asnaf berkaitan, jadi berikan hak mereka yang berhak tanpa cuba mengeksploitasinya untuk kepentingan diri, pemimpin dan parti politik kita.

Berhubung dengan kehebatan zakat ini, kita berpendapat alangkah eloknya projek-projek pembangunan dan bantuan daripada pihak berkuasa (berada) yang mahu disampaikan kepada rakyat, mencontohi falsafah zakat – berikan hak kepada mereka yang berhak tanpa mempedulikan imbalan yang mahu diraih, misalnya mencari keuntungan dalam kempen pilihan raya.

Sehubungan itu adalah tidak perlu untuk menghebahkan projek itu dan projek ini dan menyibuk mengagih-agihan bantuan menjelang sesuatu pilihan raya. Apabila ini dilakukan maka akan timbul tanggapan bahawa perkara dilakukan tidak ikhlas, ada udang di sebalik batu atau terus terang dikatakan berlaku rasuah politik bagi menggula-gulakan rakyat.

Alangkah indahnya jika dikuti falsafah zakat tadi, ada hak rakyat dalam perolehan pemerintah yang sesetengah pihak mendakwa berbilion-bilion ringgit yang perlu diberikan kepada yang berhak dengan segera. Tidak kiralah mereka menyokong kita atau tidak, selagi mereka berhak (jika dalam kes zakat disebut asnaf), berikan hak itu kepada mereka. Usahlah buat-buat sibuk mahu mengagih-agihan hak rakyat ini masa kempen pilihan raya, berikan kepada yang berhak akan hak mereka!

Seorang ustaz menegaskan bahawa dalam membuat kebajikan termasuk menunaikan zakat hendaklah diutamakan kepada keluarga dulu dengan syarat anggota keluarga itu bukanlah dalam tanggungan kita seperti ibu bapa, isteri dan anak-anak tetapi termasuk dalam asnaf golongan layak menerima zakat seperti fakir dan miskin.

"Jadi bukan semua wang zakat yang wajib ke atas kita, diserahkan kepada pusat zakat. Hal ini perlu orang awam ketahui dan orang yang menguruskan pusat zakat pun perlu mengetahuinya. Petugas pusat zakat sewajarnya memberitahu pembayar zakat bahawa mereka boleh memilih untuk mengambil sebahagian wang yang mereka mahu zakatkan itu untuk diberikan kepada anggota keluarga mereka yang layak," tegas ustaz.

"Namun ini tidak berlaku, apa yang terjadi pusat zakat mengambil semua wang pembayar zakat dengan tidak memberi peluang kepada mereka untuk berbakti kepada kaum kerabat. Sewajarnya, pembayar zakat dinasihatkan agar mengambil sebahagian daripada wang zakat itu untuk mereka menunaikan kewajipan itu kepada kaum keluarga masing-masing," katanya.

Ustaz berkata adalah lebih afdal untuk berzakat kepada kaum kerabat kerana seseorang itu akan mendapatkan pahala lebih ketika dia salurkan zakatnya kepada kerabatnya daripada dia salurkan kepada orang lain. Ini kerana menyalurkan zakat ke keluarga nilainya berganda; selain dapat berzakat kita dapat mempererat silaturrahim.

Hal menyerahkan zakat kepada orang miskin yang masih kerabat dinilai lebih afdal daripada diberikan kepada orang lain, berdasarkan sabda Nabi s.a.w. yang bermaksud: "Sesungguhnya zakat kepada orang miskin nilainya zakat (saja), sedangkan zakat kepada kerabat, nilainya dua: zakat dan silaturrahim.” (HR. Nasai, Dariri, Turmudzi, Ibnu Majah dan disahihkan al-Albani) - Majmu’ Fatawa Ibnu Utsaimin 18 nombor 301

Demikianlah, apa yang biasanya berlaku kepada pembayar zakat sekarang ini - mereka menyerahkan semua wang zakat itu kepada pusat zakat manakala anggota keluarga yang layak seperti miskin, fakir, terputus perbelanjaan dalam perjalanan atau sedang menuntut ilmu tidak disantuni. Maka, makin pudarlah hubungan siraturrahim sesama anggota keluarga, misalnya seorang pakcik yang kaya dilihat 'kedekut' kerana tidak membantu si anak buah yang benar-benar memerlukan bantuan untuk melanjutkan pelajaran.

Apa yang menyedihkan pusat zakat tidak memberikan nasihat ini sebaliknya mereka cenderung mengambil semua wang yang mahu dizakatkan. Namun apa yang lebih dikesalkan, wang zakat ada kalanya digunakan untuk tujuan politik, misalnya pemimpin politik menyerahkannya pada asnaf yang layak pada saat-saat pilihan raya akan diadakan. Agihlah wang zakat dengan segera, jika kita boleh memperbanyak kaunter pungutan zakat, perbanyaklah juga kaunter beri zakat! Jangan ditahan-tahan wang orang yang berhak!

Think about 'this' on the last 10 days of Ramadan…

WHEN my previous article in Harakah (the issue of 13-16th June 2016) entitled ‘Growing up in Kuala Kangsar’ was up in Harakahdaily, a comment by one reader, Hussy Husainy caught my attention. He wrote: “The Malays have given Umno 59 years to lead. Until now we can see it has failed the Malays. Therefore it is now time for Umno to tie up with PAS and let it lead. It is now or never!”

Since we are observing the last 10 days of Ramadan; let’s leave the 'provocative' suggestion but explore to what I had heard and read from some Islamic intellectuals (ustazs) about the impact of Ramadan (or should leave) upon us, Muslims.

Generally all Muslims throughout the world fast during Ramadan…thus Muslims from any corners of the world adhere and practice this third or fourth pillar in 'Rukun Islam' (fasting)…in the Qur’an the fasting ‘ayah’ reads:  “Oh you who believe! Fasting is prescribed to you as it was prescribed to those before you, that you many learn piety and righteousness." (Q2:183)

Five ‘ayahs’ before the fasting ‘orders’; Allah SWT says: “O ye who believe! The law of equality is prescribed to you in cases of murder: the free for the free, the slave for the slave, the woman for the woman. But if any remission is made by the brother of the slain; then grant any reasonable demand, and compensate him with handsome gratitude, this is a concession and a Mercy from your Lord. After this whoever exceeds the limits shall be in grave penalty.” (Q2:178)

Both ‘ayahs’ begin with “O ye who believe’…but whats our attitude towards both calls from Allah SWT. Why the difference in treating the ‘ayahs’: why for the ‘ayah’ on ‘qisas’ there are many ‘errrr’ and ‘errr’ (excuses)…didn’t Muslims were told to submit to all orders from Allah SWT and to refrain from things He had forbidden?

An ‘ustaz’ said, many of us had read the Qur’an over and over again, but to miss one great point again and again until we were no longer in the world (die)…the Qur’an is sent to us to guide us in life but whats our attitude towards it?

To explain his point the ustaz likened it to our attitude when we receive a notice or memo from our boss in our work place. Our superior asked us to do this and that…are we going to perform our tasks immediately or we let ourselves being stuck and wasting our time in praising the ‘beautiful’ language of the memo, the quality of the paper used and ‘groovy’ signature of our boss?

Or are we going to sing the message of the memo aloud in office including in front of our colleagues and boss? Perhaps if we do so, our boss would fired us immediately!

The Qur’an contains do and don’t from Allah SWT, the Lord of the Universe but what are our attitude towards it. Are we only good in taking or performing things that suit us and reject things that do not please us?

As Muslims we should obeyed all Allah SWT words in the Qur’an. Allah SWT has given us warning on this matter in one Qur’anic verse where He warns us not to become like the Children of Israel who disobey some of Allah SWT’s commandments in the Taurah, as stated in Ayah 85 Surah Al-Baqarah which reads; “…Then is it only a part of the Book that ye believe in, and do ye reject the rest? But what is the reward for those among you who behave like this but disgrace in this life? And on the Day of Judgment they shall be consigned to the most grievous penalty. For Allah is not unmindful for what ye do.”

In the following verse (Ayah 86 Al-Baqarah), Allah SWT says: “Such are those who buy the life of the world at the price of the Hereafter. Their punishment will not be lightened, neither will they have support.”

Are our lives truly guided by the Qur’an? Or are we good in taking what we think are good to us and ignoring what we feel bad? Regarding this, Allah the Almighty warns in Surah al-Baqarah 2:85, that to accept some part of the Qur’an and to reject some is to reject all of it. There is no room for partial acceptance in your relationship with the Qur’an; there cannot logical be.


Now let us have a good look once again at Ayah (Ayat) 178 and 183 of Surah Al-Baqarah (Cow); the question is why we fully accepted God’s commandments regarding fasting but we were reluctant to his laws of ‘qisas’. Fasting is an individual deed but to implement ‘qisas’, we need to have a government (state) first.

Muslims should have no reservations in implementing all of Allah SWT commands including hudud law and preventing ‘mungkar’ (sins). Having reservation on any of Allah SWT’s commands is a clear violation of our oath, the ‘syahadah’, that we will submit and obey all of Allah SWT’s commands.

Some scholars even say having such an attitude will nullify our ‘syahadah’ and is sufficient to make a person ‘kafir’ (a non-believer). And Allah SWT has given us warning on this matter in Ayah 85 Surah al-Baqarah (stated above) where Allah SWT warns us not to become like the Children of Israel who disobey some of Allah SWT’s commandments in the Taurah.

We must accept Islam fully as the only way of life thus there’s no separation of politics and religion. Now back to Umno-PAS issue, 
the Malays could be united only by Islam; party or parties that are reluctant to follow the way of the Prophet (s.a.w.) should be abandoned; only the ones that are willing to carry out Allah’s and His Prophet’s orders should be given support as I had mentioned in the ‘Growing up in Kuala Kangsar’ article.

To achieve unity the Malay/Muslims (PAS-Umno if you like it) need to adhere fully to Islam and put aside ism such as nationalism, which only perpetuates secularism.  Malays cannot take Islam merely as a conglomerate of symbols and ceremonial expressions; such an undertaking will only undermine the role of Islam in society.

So the solution to Malay/Muslim unity as suggested by some scholars is by fully accepting Islamic teaching including Islamic law such as ‘hudud’. Thus if a group fails to adhere to such law while another one is in favour of it, then there is no unity among the two groups. Former PAS 'mursyidul am' (spiritual leader), Tuan Guru Nik Abdul Aziz was quoted as saying if Umno practice Islam fully, then there was no need for us to have PAS. 

Yes, while doing recommended deeds such as 'i'tikaf' (staying in masjid), recite the Qur'an, making 'du'as' (supplication) and performing 'zikr' (the rememberence of Allah), think about 'this' during the last 10 days of Ramadan. Think and reflect whether we are in His straight path. Ask ourselves whether we obeyed all of Allah's orders or we reject some of them?

Yes, Allah The Almighty tells us not to divide, but first of all, we must hold fast to the Rope of Allah – “And hold fast, all of you together, to the Rope of Allah (i.e. this Qur'an), and be not divided among yourselves, and remember Allah's Favour on you, for you were enemies one to another but He joined your hearts together, so that, by His Grace, you became brethren (in Islamic Faith), and you were on the brink of a pit of Fire, and He saved you from it. Thus Allah makes His Ayat (proofs, evidences, verses, lessons, signs, revelations, etc.,) clear to you, that you may be guided.” (QS. Ali Imran 3:103)

In race with time; aim for the best…

'Marhaban ahlan wa sahlan ya shahra Ramadan'. Perhaps I’m not late in offering greetings and welcoming Ramadan, the holiest month of the year but as readers are reading this piece, we are already in the second (middle) phase of Ramadan, where the first phase (first 10 days) is ‘rahmat’ (mercy), then ‘maghfirat’ (forgiveness) and its end ‘nijaat’ (salvation or emancipation from fire).

Time is flying very fast; as I am writing this article, it is already the 10th Ramadan. The question is what I done during the last 10 days…yes I’m racing with time every day, but perhaps I’am always the one who lost the race. And what about you dear readers…are you satisfied with the things that had done during the first phase of Ramadan? The first ten days had gone…nobody knew whether it was our last!

Well, what does Allah SWT The Almighty says about time? Allah SWT had warned us about time in Surah Al-Asr (The Time): 1. By Al-'Asr (the time). 2. Verily! Man is in loss, 3. Except those who believe (in Islamic Monotheism) and do righteous good deeds, and recommend one another to the truth (i.e. order one another to perform all kinds of good deeds (Al-Ma'ruf)which Allah has ordained, and abstain from all kinds of sins and evil deeds (Al-Munkar) which Allah has forbidden), and recommend one another to patience (for the sufferings, harms, and injuries which one may encounter in Allah's Cause during preaching His religion of Islamic Monotheism or Jihad, etc.)

Then what does Allah SWT says about the purpose of Him created us (mankind)? In Surah Adh-Dhariyat (51), 'ayahs' (verses) 56 and 57 He says: "And I did not create the jinn and mankind except to worship Me. I do not want from them any provision, nor do I want them to feed Me."

Yes 'our mission' in this world is to worship Allah. 'Subhanallah' (Glory to God) how is our days spend during this Ramadan? Each of us is given 24 hours a day; let's us now evaluate on what we had done during this Ramadan. Minus the obligatory deeds such as fasting during the day of Ramadan and performing our five times obligatory prayers (which must be perform by all Muslims), ask ourselves what other good work recommended by the Prophet s.a.w. had he done?

Ramadan is associated with the Qur’an and one being generous; then evaluates our ‘relationship’ with deeds such as reading and learning the Qur’an and giving charity. If a ‘busy’ person complains he has no time to even flip the pages of the Qur’an, then there are pious people who could complete reading (khatam) the whole Qur’an in a day, once in every three days or a week or at least once during Ramadan.

And during 'this Euro football mad season', a fanatic football fan would perhaps spend 1/3 of his night given by The Almighty with his or her ‘eat and sleep way of life’ in front of the idiot box (TV). Perhaps he/she is too busily engrossed in his interest that he/she has no time to perform his obligations to Allah SWT such as performing his ‘subuh’ (dawn) prayers whats more the ‘sunat’ (recommended) ones such as ‘solat tahajud’.

If we wasted our nights from gaining Allah’s pleasure, then how is our day being spend? From observations, during Ramadan, people spend a lot of time at 'Pasar Ramadan', 'Bazar Ramadan' and so on. Them there are those who ‘go all out’ to promote activities regarding food such cooking programmes, even on TV they had many of such stuff; the irony of it Ramadan is one month we teaches our ‘nafs’ on worldly desires including food.

Make full use the opportunity of this Ramadan to gain Allah’s pleasure because who knows it is our last.
A hadith narrated by Ibn Abbas: Allah’s Apostle s.a.w. said: “Take benefit of ‘five’ before ‘five’: your youth before your old age, you health before your sickness, your wealth before your poverty, your free-time before your preoccupation and your life before you’re your death.” 

Make full use of the opportunities given by Allah the Almighty, not to waste them. We should appreciate what we have especially the ‘five’ mention in the hadith - youth, health, wealth, free-time, and life. Now we are in Ramadan which in it is the obligation of 'siyam' (puasa in Malay or fasting) with the main aim is to increase our 'takwa' (piety) to Him. 

Our time especially during this Ramadan could be better spent working to improve ourselves in the religion and seeking the Mercy of Allah and seeking His pardon for our own errors and mistakes. Remember our time left is too short; Allah SWT could call for us at anytime…we are racing with time, are we ready to meet our Lord?

On life too, scholars reminded us to aim for the best in the Hereafter, thus we must work very very hard when performing Allah’s orders and refraining from things He had forbidden. For example in our du’a (supplication), we ask for the highest ranks in the Garden (Syurga Firdaus).

One example of such du’a is: “O Allah! I ask You the best of the request for the best in my supplication, for the best success and the best reward. Strengthened me, make heavier my balance of good, confirm my faith, elevate my rank, accept my worship, and forgive my mistakes, and I ask of You for good beginnings, good endings, the totally of goodness, from the first to the last, from within and from without, and I ask You the highest rank in the Garden (Firdaus).
